Suspense in Pampanga: Will Arroyo, Panlilio run?

CITY OF SAN FERNANDO—Will President Macapagal-Arroyo run as Pampanga representative? Will Gov. Eddie Panlilio and Lilia Pineda fight again in the gubernatorial race? Will Pampanga, as a bailiwick of Lakas-Kampi-CMD, stay intact in the run up to 2010?

Six days to the last day of filing of certificates of candidacy (CoCs), nothing is certain yet except that Pampanga may turn out to be among the most-watched places in the 2010 national elections.

As of Wednesday, there was no definite word about Ms Arroyo’s political plan in Pampanga’s second district.

But reports going around the district claimed she would file her CoC at the Commission on Elections (Comelec) here on Saturday.

This scenario has drawn interest on account of an outgoing Philippine president possibly sliding down to become a member of the House of Representatives.

However, it is still quiet in the camps of former Pampanga Vice Gov. Cielo Macapagal Salgado, the President’s half sister, and of University of the Philippines professor Randy David. The names of Salgado and David have been floated as the possible opponents of Ms Arroyo in the second district.

What is clear is that an electronics engineer has stepped out to contest the congressional seat.

Feliciano Serrano, 55, filed his CoC shortly before the close of office hours at the Comelec here on Monday.

“It doesn’t matter if Ms Arroyo is my rival. I’m ready,” said Serrano in a telephone interview on Wednesday.

A registered voter in Barangay Sepung Bulaon in Porac town, Serrano is running as an independent candidate.

The gubernatorial race counted out Sen. Manuel “Lito” Lapid on Wednesday as he opted to run for senator again.

But calls for former Board Member Lilia Pineda, who lost to Panlilio in 2007, to run again for governor were aired on Wednesday.

Three provincial board members, businesswoman Lolita Hizon and 10 private sector leaders published the statement “A chance to serve” in at least three local dailies. Tonette Orejas, Inquirer Central Luzon
